Consensus relayed from the DC7 debbugs BoF:

If a comment is included in a control message, bts should cc the
affected bug(s) when sending the mail to [EMAIL PROTECTED]

The rationalle is that it's currently too easy to miss a commented
message to control, since control messages are intentionally well-hidden
in the web interface. So ccing the control message to the bug is best
practice, if the control message has some useful comment in it. So bts
should do this by default.
