If a comment is included in a control message, bts should cc the affected bug(s) when sending the mail to [EMAIL PROTECTED] The rationalle is that it's currently too easy to miss a commented message to control, since control messages are intentionally well-hidden in the web interface. So ccing the control message to the bug is best practice, if the control message has some useful comment in it.
