This error originates from the gnu.org source of tar 1.16 and 1.16.1. It is fixed in tar 1.17. A quote from the NEWS file of tar 1.17:

Version 1.16.1 produced a full dump when both options were given. ... ------------------- I confirmed this by compiling versions 1.15, 1.16, 1.16.1 and 1.17 from gnu.org sources: 1.15 and 1.17 work fine, but 1.16 and 1.16.1 contain the error. I suggest that either the etch tar package is upgraded to tar 1.17 or that the corresponding patch is applied to 1.16.
