Hi. FYI, there are instructions and a script for doing so in the contrib/ directory (namely README.Mailif file and associate resources) of the original (upstream) tarball.
Debian packagers seem not to have included these in /usr/share/doc/bugzilla/contrib as is sometimes seen, but in /usr/share/bugzilla/contrib/README.Mailif Hope this helps.
