1. please keep the bug in the reply list (e.g. reply-all).

2. Hmmm ... you have the locales package installed? maybe try to
reconfigure it:

dpkg-reconfigure locales

and if that package is not installed, just install it:

apt-get install locales.

Let me know if that is all good and done on your side.
