This is only the upstream tarball. When building a Debian package from source, you also need to apply the corresponding patch, in this case: http://ftp.debian.org/debian/pool/main/c/clif/clif_0.93-8.diff.gz You may want to have a look at the "dget" or "dpkg-source" utilities to automate the task, as well as "apt-get source".
