Yes, unfortunately, this is intentional for the time being.  OpenLDAP 2.3
can only build against OpenSSL, and we can't link with OpenSSL for a core
library like libldap due to licensing conflicts with other software in
Debian that loads the OpenLDAP libraries indirectly.

This will be fixed, finally, with the OpenLDAP 2.4 release, which will add
first-class support for GnuTLS.  This should happen before the lenny
release.  *fingers crossed*
