I don't trust Wikipedia and I'm a bit sceptical of US reference claims on English use elsewhere.
Finally (from me at least), I found a copy of Fowler's 1908 King's English online with http://www.bartleby.com/116/406.html#2 There are single and double quotation marks, and, apart from minor peculiarities, two ways of utilizing the variety. The prevailing one is to use double marks for most purposes, and single ones for quotations within quotations, [...] The more logical method is that adopted, for instance, by the Oxford University Press, of reserving the double marks exclusively for quotations within quotations. [...] So, leaving aside my dislike for the Oxford institutions' (mis)handling of English ("more logical" indeed!), it seems that single-v-double quotes has been open for at least a century now.
