Hi,

It seems that psql seems to be the client encoding (as you can set with
\encoding) based on the database encoding instead of the terminal
encoding.

I have a database in utf8, but my terminal is set to latin1.  This
result in some chars not displaying properly.

The same goes for a latin1 database and an utf8 terminal, which is
actually the default in Debian now I think.

It would be nice that some future version would base the encoding based
on locale settings.
