Well, "texlive" itself does NOT depend on any -lang packages, that is
texlive-full. texlive itself only depends (for now) on
texlive-fonts-recommended (>= 2007-7)
texlive-latex-recommended (>= 2007-7)
texlive-latex-base (>= 2007-7)

so not a lot.

Still I agree that it is better to have exact dependencies. Please see
my recipe Frank posted on the website (or was it some doc?) on how to
get the necessary deps, basically call latex/pdftex/whatever with
-recorder and check for the used files with dlocate.
