Sorry, since this bugreport was filed against installation-reports I blindly assumed that you were installing from scratch instead of being an upgrade. I suppose this is caused by some of the ispell dicts having changed its language name (not the package name), so the system thinks something different is being installed. This can be mitigated in some cases, but not avoided without leaving default ispell dict undefined. Note that you will often need user interaction during upgrades. If you have modified Conffiles, you will be asked what to do when upgrading the package if the conffile is changed, not to mention complex transitions.
