https://bugs.freedesktop.org is where the upstream developers of the intel drivers (and the whole Xorg too) deal with bugs. http://bugs.debian.org is where Debian bugs are reported. When a Debian bug is actually not Debian-specific, we usually do not fix it ourself (unless there is an obvious fix), we forward the bug report it on bugzilla.freedesktop.org and wait for upstream developer to fix it. If your bug is the same than one above, then upstream is already notified of your problem and there is no need to notify it again unless we have some interesting detail to add to the discussion. We can just mark the Debian bug as "forwarded" as one of the URL above and follow what happens there.
