Maybe a little dialog 'warning: to compile with module-assistant you
have to install debhelper too', or directly 'install debhelper to
compile with module-assistant: no; yes'?.

Only an idea... I never created a public package, I don't know basic
rules, and I don't know if it is possibile to install a package from a
dialog... (apt supports a pre-inst-dependency?)

IMHO a Recomends would not resolve the problem.
