I agree, but I suspect quite a few of those installing kexec-tools
want it.  And those who install it and do not want it can disable it.

The reason I ask is that I would like to include kexec in Debian Edu
to speed up the boot time on servers, and we want to preconfigure
services to behave as wanted out of the box.  If we install
kexec-tools, it is because we want kexec at reboot enabled.

An equally good option for us would be to have some debconf question
at install time to enable it, or even a hidden debconf question to
allow preseeding (and never show the question to the user).

As you understand, the important part of my request is to be able to
install kexec-tools and get it enabled at install time using
preseeding.  It is not a problem if the normal default is to disable
it.
