Hi,

        The code in place to use debconf-loadtemplate was in response to
 a couple of bug reports,  where debconf was used to install a package
 that used ucf but did not by itself use debconf; in a situation where
 the cache had been cleaned out. Since the package did not use debconf;
 no templates were loaded.

        I can see situations where /var/cache is routinely swept clean;
 and I consider it useful enough to recommend the debconf-utils package.

        I would consider most normal installation to have debconf-utils
 available when ucf is installed, in case the cache is sweapt clean, and
 ucf is used.

| /var/cache is intended for cached data from applications. Such data is
| locally generated as a result of time-consuming I/O or calculation. The
| application must be able to regenerate or restore the data. Unlike
| /var/spool, the cached files can be deleted without data loss. The data
| must remain valid between invocations of the application and rebooting
| the system.

        I personally do not consider this a bug, but I am open to be
 convinced otherwise.
