If libuser is installed without libuser-dev, running some of the applications it
contains results in the following output:

# lusermod root
Error initializing libuser: /usr/lib/libuser/libuser_files.so: cannot open 
shared object file: No such file or directory.

This file is included in the libuser1-dev package, but it seems to me that if
it's really needed by libuser, it should go into the libuser1 package instead.
