In an ideal world, the new version should find and convert the old data
into the new one.

If that isn't possible, then a conversion script could help.

If that isn't possible, then yes, a mention in README.Debian (or even
NEWS.Debian) would be good.  However, that'll be quite inconvenient for
the users who then would need to dig the information out of the file and
re-enter it again.
