What version of gnome-panel and gnome-power-manager are you using? I'm using versions 2.18.1-2 and 2.18.3-1 respectively, I just had to restart the panel (because it freezes now from time to time). GPM got detached from the notification aread and failed to re-attach itself to it. I've been seeing this behavior with the panel that was in Debian pre-GNOME 2.18.x update as well.
