hicolor theme is the default fallback, yes. It shouldn't be used if there is a better one (like the one in Rodent). xfce4-panel should ship its default version (the hicolor, low res fallback one), but it doesn't really need to be a high res one, you should have a theme installed, and it'll used the one from the theme. In your case, the problem is that it doesn't use the icon from the theme but the fallback one, which is kind of weird. I can't even reproduce this, my icons aren't at all the same as you, investigating on this. Could you test by selecting another gtk-theme to see if that change anything?
