Yes, from the 1913 Webster. "subtract" is in far more common usage than
"substract" these days though. Many sources even seem to claim
"substract" as a common mispelling, although I think it's probably just
in declined use.

Qemu seems to have been written by one person who was inconsistent, or
several people most of whom preferred the former.
