First of all, thank you for having reconsidered this bug, I really
appreciated.

I think the title of the bug is the best solution, because:

1) pcsc-tools needs pcscd to works

2) libccid doesn't need pcscd, as AFAIK it can work with any other
   PC/SC daemon [1]

3) similar to point 2), libpcsclite1 doesn't necessarily need pcscd
