Did you upgrade whilst the panel was running?  Have you tried restarting
the panel?

If that fixes it then there is a trivial fix we can make to the
packaging though I've not seen the same problem myself.

If you remove the launcher and readd it does that fix it?

I can add launchers in 4.4.1 fine.
