>From the man page, it seems like only 1-pass encoding is available. 
Various AVI encoding tools offer a 2-pass (or more) process which 
improves quality and can fit the resulting file to the size of a CD 
(700M) or arbitrary size. ffmpeg2theora should offer something similar.
