Package: libplplot-dev Severity: important libplplot-dev provides (among others) /usr/lib/libplplotcxxd.so, which points to /usr/lib/libplplotcxxd.so.9.1.0. This file is on package libplplot-c++9, but libplplot-dev doesn't depend on it, leading to a potentially broken link.
