doc-base 0.8.4 fails to install after finding a problem in file 

  /usr/share/perl5/Debian/DocBase/DocBaseFile.pm

Not sure whether the problem is with doc-base or perl, but it occurred both 
before and after uninstalling perl-doc in favour of perl-doc-html.

Solved bug #278495 also involved perl, but I think this is a different problem.

The apt install error is:

  lamorak:~# apt-get install doc-base

  error: empty control file at /usr/share/perl5/Debian/DocBase/DocBaseFile.pm 
line 248, <$fh> line 3.
  dpkg: error processing doc-base (--configure):
   subprocess post-installation script returned error exit status 9
  Errors were encountered while processing:
   doc-base
  E: Sub-process /usr/bin/dpkg returned an error code (1)

Line 248 in that file reads

  $self->_read_control_file_section($fh, $doc_data) or die "error: empty 
control file";

but I'm not in a position to tell which file can't be accessed or contains no 
doc_data. I haven't touched the perl installation.
