The -j option does not work, directories don't get created.

I'm using a simple puredb virtual user list.

I did some further testing and if I build the binaries (debian/rules
src/vanilla/pure-ftpd) from the debian
source without having libcap-dev installed, it works fine, as soon as I
install it, the problem occurs.
