Yes, HP-UX is HP's operating system for PA-RISC and Itanium.

Userland is complete 32bit

I'm not really a porter, I just happen to own a HPPA machine and
run the buildd for experimental on it. So I really don't know.

AFAIK there is currently no good (and supported) way to do that.

Note that linux-kernel-headers is currently replaced by linux-libc-dev
which is directly built from the kernel package. You should check
whether the new package is already installed on the buildd (grep for
linux-kernel-headers in the build log, if it is marked as
PROVIDED, the new package is installed) and if it is simply a bug in
the new package. That was the reason for a build failure of one
of my packages last week.
