Does it happen *REALLY* with 2007-7, or could it be that at one of the
upgrades prior to -7 this file was not installed properly?
There was a bug in the handling of xdvi.cfg, and I guess in -5 this was
fixed.
Can you confirm that upgrade from etch texlive or etch tetex does
*remove* this file?
