I'm not sure what you're trying to achieve. Do you want a latex binary? Then you need to install texlive-latex-base, or if you're using etch this package or tetex-bin as an alternative. The real bug here is that some package (don't know which) somehow makes "latex" known to dpkg, a package which hasn't existed since at least potato.
