Instead, help.html is available. However, it is for "Version: 1.9.5-beta070516". Please point to the manual for this Debian package's version. (e.g. set JDHELP to "file:///usr/share/doc/jd/help/help.xml" in the source file). Also, *.html is preferred to *.xml, because *.xml is not well supported by konqueror and so on.
