I think upgrading triggers it, though I'm not exactly sure upgrading what.

Once I get in this state, it is 100% repeatable: it happens for every package 
I look at.

I just restarted the computer and the problem has now gone away, so it must be 
some version mismatch problem with something hanging onto old libs after they 
are updated (I had done an upgrade right before that, but I don't think any 
of the packages are relevant:
[UPGRADE] dpatch 2.0.21 -> 2.0.22
[UPGRADE] gs-common 0.3.11 -> 0.3.13
[UPGRADE] python-support 0.6.3 -> 0.6.4
[UPGRADE] w3-recs 2004.08-1 -> 2004.08-2
[UPGRADE] w3-recs-2002 2003.03-3 -> 2003.03-4
[UPGRADE] w3-recs-2003 2003.12-1 -> 2003.12-2).  I did try closing and 
reopening packagesearch (at least, I'm pretty sure I did) and that didn't 
help.

Possibly relevant is that I leave packagesearch running as I do upgrades,  so 
the package info is getting updated underneath packagesearch.
