I'm glad you open a bug for this. We had the package originally setup to conflict with a virtual package so that both usplash and splashy (plus any other) can conflict with e/a other. As of this moment, the svn repository reads: Conflicts: debsplash-utils, bootsplash, usplash I guess this will be closed soon. A virtual package and "provides" is a better solution, of course.
