Bug#336363: libapache-mod-auth-pam: Authentication fails

The solution to this problem is deceptively simple. Unfortunately, The 
apache logs are not giving you anything that's useful in solving the 
problem. I've just spend time running around in circles wondering why my 
web server was broken!

This error occurs if apache does not have permission to read /etc/shadow
The easiest fix/work around is change the group of /etc/shadow to www-data
