The actual library resides in /lib, the *.so symlink though in the -dev
package is in /usr/lib.
This seems to confuse dpkg-shlibdeps:

dpkg-shlibdeps: warning: unable to find dependency information for
shared library libusplash (soname 0, path libusplash.so.0, dependency
field Depends)

As a result, for packages linking against libusplash, dpkg-shlibdeps
will add no dependency, leading to broken packages.

A possible solution would be to put the *.so symlink into /lib rather
than /usr/lib.
