Postinst of t1-cyrillic package contains the following lines:

if which fc-cache >/dev/null 2>&1; then
        fc-cache /usr/X11R6/lib/X11/fonts/Type1
fi

This causes fc-cache to run during initial installation when fontconfig
package is already unpacked, but not yet configured.
So fc-cache complains that fontconfig configuration file is not
available.

A good workaround is to test for existance of /etc/fonts/fonts.conf
before running fc-cache.

When fontconfig package will be configured later in the installation
process, font cache will be created anyway.
