OK, here's my reasoning [feel free to move it to debian-devel]:

If I, as a user, want additional documentation on /usr/bin/foo, I go
look in /usr/share/doc/foo, or, if that doesn't exist, I check which
package ships /usr/bin/foo, and look in /usr/share/doc/foopkg .  I am
not interested in wether documentation is shipped in a separate
foopkg-doc .

Furthermore I believe, for consistency, /usr/share/doc/foopkg-doc
should, next to the policy mandated files, contain only files _about_
foo-documentation.  For instance, instructions on how to generate the
documentation in other formats than shipped, or instructions on how to
contribute to the documentation.

Therefore, I prefer foo-doc to install documentation in
/usr/share/doc/foo .

If the reported problem is a bug, it's a bug in debian-policy:
apparently, policy is unclear about this issue.  The way packages handle
-doc packages is too inconsistent across Debian.

However, if nobody is gonna invest a big amount of time in this problem,
I doubt it'd be useful to reassign this bug to debian-policy.  But well,
others may disagree :)
