Could the Depends: system-tools-backends become a Recommends?

With current unstable, gnome-desktop-environment Depends on
gnome-system-tools, which Depends on liboobs-1-3, which Depends on
system-tools-backends, which runs Yet Another Daemon for something I do not
want or need.

If you think some better solution exists for breaking this chain (such as
making dbus launch system-tools-backends only if something accesses the
interface), feel free to reassign and retitle this bug (or tell me to do so).
