I am not sure I understand your question.

I think most archs use framebuffer so the font is one of the fonts the
kernel has in its sources.  As far as I could check they all are CP437
encoded which gives pretty good coverage of ISO-8859-1.

I can only suppose that in text mode the default font of the video
card is also CP437 even on non-i386 archs.
