Yes, looks like you are correct. I was totally confused by a weirdness in one particular build target for the installer; only that one target fails. I must have overlooked that it _was_ included, even though I've been staring at those keyrings for something like an hour :-/ OK, then let's convert this BR into a request to add the volatile key to the Etch keyring.
