Acutally, I don't think it is that simple. The FHS says about /usr/lib:

http://www.pathname.com/fhs/pub/fhs-2.3.html#USRLIBLIBRARIESFORPROGRAMMINGANDPA

That you should put libraries and internal binaries there. Well, we
install a 'shell library' and internal scripts. Although I agree
they are written in an arch-independent language.

Note that pm-utils is far from the only package installing scripts in /usr/lib, 
try
        
        find /usr/lib -name *\.py -or -name *\.pl

to get a flavour...
