I just did a test installation using rc3, I chose German language, 
Deutschland as country, Deutsch as console keymap.

The installation went smoothly, and after that, I had german console 
keymap, [EMAIL PROTECTED] as LANG in /etc/environment and the correct 
settings in /etc/X11/XF86Config-4, that is:

Option "XkbModel" "pc105"
Option "XkbLayout" "de"
Option "XkbVariant" "nodeadkeys"

which are the correct, or at least they are what I was sent to include 
as being the correct.

I loaded gdm, GNOME and KDE and they used the correct settings.
I'm sorry (actually I am not, because it would mean that there's a 
problem) but I didn't see the problem you describe here.
