It would be nice if /etc/network/if-up.d/ntp queried
/etc/default/ntp whether it should restart the service, instead of
expecting the user to comment out a line:

  # remove (or comment out) the next line if your network addresses
  # change
  exit 0

The variable in /etc/default/ntp should be configurable via debconf.
