I think I've got the same problem. The DPMS settings do sometimes work, but not always. I think the times it doesn't work may be after using a video player such as mplayer and/or a game using SDL. I think such programs usually disable the screensaver while in full-screen mode. However, xscreensaver still kicks in while they're running, but it appears DPMS stays disabled after they exit. I didn't have this problem while the settings were managed with ROX-Session.
