As far as I know the user is free to use one of the provided tools from Debian *or* send bugreports via mail as described here: http://www.debian.org/Bugs/Reporting.en.html If you read it carefully you'll notice that rng already provides a lot more information by default than we expect the average user to send when reporting via mail.
