Sure, but initramfs fills more-or-less the same role as /usr had originally.

Anyhow, I don't really think you can classify this as "bug" -- it's more like
"feature request"; I can't really see that NFSv4 on separate /usr was ever
a supported use-case. Thus I'm changing it to wishlist; feel free to submit a
way to implement this without moving a ton of libraries into /. :-)
