Since Dept. of CIS and Dept. of CSIE in NCTU,Taiwan were just merged
into one Dept. of CS, the old CIS/CSIE services were in the progress
of transformation into the newer CS sevices. So the Debian mirror in
"linux.cs.nctu.edu.tw" is just a copy (NFS physically) from
"debian.csie.nctu.edu.tw" currently. That's the answer for your first
and second questions.

We had a meeting about the mirror service yesterday and the overall
system manager said that we want the enlarge the scale of this
service. So, PLEASE ABANDON this submission. We will make another
submission once we finish the newer system structure. Perhaps we will
use "debian.cs.nctu.edu.tw" insteand of "linux.cs.nctu.edu.tw".
"debian.csie.nctu.edu.tw" will not stop its services before we change
"debian.csie" to "debian.cs".

Why is there the trace file debian.csie.nctu.edu.tw ?

I am not aware of nctu.edu.tw structure, it is now the third mirror
after debian.nctu.edu.tw and debian.csie.nctu.edu.tw, Is that an
expected situation or not ?

Don't know which mirroring tool you use, but :
In the recent rsync versions, the --delay-updates and --delete-after
options combined with a two stages rsync allow to greatly reduce the
time a Debian mirror is not consistent and users cannot fetch packages.

So every Debian mirror admin should use these new options. Be careful,
--delete-after is consuming space during the update !
