No, this is intentional. devscripts has lots of scripts in it, not just dch. Most of devscripts runs very well without liburi-perl. That is why it is Suggests, not Depends. Please read the package description, which explains exactly which "Suggests" packages you should install depending on which scripts you intend to use.
