Hi, the Debconf note called Install Hints still includes a paragraph
that reads:
Networking is disabled by default for security reasons. You can enable it
by commenting out the skip-networking option in /etc/mysql/my.cnf.

but that's no longer true as stated in
/usr/share/doc/mysql-server/README.Debian
