gdebi should have more priority than file-roller for handling debs.  User
wanting the first option is very common, consider:

  - Debian user without inet connection or CD set.
  - Fetches .debs using another computer, and copies them to a USB stick.
  - Wants to install them in her main computer.

OTOH, wanting to extract the data.tar.gz, etc, is very uncommon.

I'm not sure how to specify this using *.desktop files.
