It seems that support for libnotify is disabled because the configure script did not find libnotify (because there's no build-dep for libnotify1 and libnotify-dev). It's a pity, because libnotify provides a way to smoothly integrate the new mail notifications into a consistent look-and-feel notification framework (used by eg. Gaim and Evolution).
