My suggestion was to simply include the default setting of
/var/lib/puppet/templates in puppetmasterd.conf so it is clear how to
change it.  It is not obvious that the templatedir itself is managed by
puppet, and that replacing it with a symlink will cause the symlink to
be deleted and replaced by a directory.  Putting the setting in
puppetmasterd.conf doesn't solve this problem, but at least makes it
obvious that templatedir can be changed to a different directory,
providing a workaround.
